Tsui escapes from a super soldier project and plans to lead a peaceful life. However, when his former comrades go on a violent crime spree, he takes it upon himself to end their reign of terror.

The film stars Jet Li, Lau Ching-wan, Karen Mok, Françoise Yip, Patrick Lung, and Anthony Wong. The film was released theatrically in Hong Kong on 9 November 1996. In 1999, the film was dubbed in English and released in the United States by Artisan Entertainment.
