Après la mort de son coéquipier, Rick Hunter est soupçonné d'être un policier corrompu. Il décide de rejoindre son ancienne partenaire, Dee Dee McCall. Celle-ci est sur le point de se fiancer à Roger Prescott, un candidat à la mairie. Lorsque ce dernier abat un cambrioleur, Hunter veut à tout prix être associé à l'enquête avec le détective Terence Gillette. Ils remontent la piste d'un certain Vladimir Koskov. C'est alors que Dee Dee est enlevée.
